Evaluating the Governance of Specialized Hospitals with a Board of Directions: The Case of Mongolia

This study investigates the effects of organisational climate, professional development, work outcomes, justice, and responsibility on governance in specialised hospitals in Mongolia. A structured online questionnaire was distributed to 900 hospital staff members between August 2023 and November 2024. Using SmartPLS 3.0 and SPSS 24.0, three hypotheses were tested to examine the relationships among these factors and hospital governance. The findings reveal that organisational climate and responsibility significantly and positively influence governance, while work outcomes exhibit a negative effect. These results offer new insights into clinical governance dynamics, highlighting the importance of internal organisational variables in shaping effective management practices. The study provides empirical evidence to support healthcare policymakers and hospital administrators in developing governance frameworks that enhance accountability and performance in Mongolia’s specialised hospitals. Emphasising a supportive organisational environment and clearly defined responsibilities may contribute to strengthening governance quality. Ultimately, the study presents practical recommendations to improve governance mechanisms and elevate healthcare service delivery in transitional contexts.
